I am legally new here in USA. In order to obtain a drivers licence I need to pass the written and actual exam. I don't have a car or know someone to use it during the actual exam but I have an international driver's licence from a foreign country.

Well, if you don't own a car and don't know anyone to borrow one from then you don't need a driver's license do you? You can get a state ID for a non driver.If you don't know or can't borrow one, you may have to wait to do so. I was thinking you could rent one, but you need a drivers license for that!

You should be legal driving on the international license. Unless you are here as a permanent resident, this should be good enough. You should be able to rent a car and drive it legally to an exam, however.Some car rental agencies advertise that they rent cars for driving exams. I assume that someone renting a car for a driving test would not already have a license. You might check that out. Look in the yellow pages. Maybe you could find someone with a license to help.
The international license is good for renting a vehicle. However you need to look at the experiation date on the international license. When I have obtained them prior to overseas trips they were only valid for a couple of months.
