As for snow tires: there are no limitations beyond the normal speed limit. :) You can drive normal in snow tires, just as you would with other types of tires.
Are there cameras in the bank drive thru?
I assume you are speaking about regular snow tires, and not about putting chains on your tires, or something like that.
