Blowout...?

Typically two weeks is not that long for an intention to prosecute notice. As far as driving on an international drivers license the police will normally detain the driver if the address cannot be confirmed. I would suspect that she will probably not hear any thing more on this matter.

Death by drink driving?

The letter goes to the person who the car is registered to.
Then they have to fill in a form if they weren't driving , identifying the actual driver. Then if you can send your licence and a cheque for £60 in the time given (4 weeks from date of your letter) you usually don't have to go to court.

Normally she should have received the ticket within 14 days.
Also it depends whose name the car was registered in coz ticket will be posted to registered keeper. The registered owner of car is responsible for any offensis related to car unless they provide the details of driver who was driving at the time.

What is the stopping distance for a car going at 50 mph?

I have been in the same situation and currently waiting the 14 days,
Although I was doing 33 in a 30
I have looked at this extensively online.
The police have to notify you within 14 days of the offence,
On top of that you have to allow 3 working days for postage,
If it is longer than this time span and they still intend to prosecute, you can get out of it and they have to forget about it.
If she does get a letter make sure that she keeps the envelope as proof for the date stamp.
Apparently some cameras don't have film in or just don't work.
