Horsepower limit?? I don't live in Canada, but I have to wonder how the hell they could ever enforce some kind of law like that. If you drive safely and obey the traffic laws what difference would horsepower make....and how would they know what yours was anyway? ..a portable Dyno??..haha Anyway, I seriously doubt there is such a limit. Call your local law enforcement.

Should cars be banned for polluting the air?

I believe the horsepower limit only applies to children who operate boats in BC. No such limit for cars.
