Yes well in my state, GA, it is. Also they must be rear facing til 1 yr and 20 lbs and I forget the length requirement. My 18 month old long past the year and length but is still rear facing because she's a few ounces shy of 20 lbs.

Also you should NEVER put a RF child in the front seat with an airbag, EVEN if the airbag claims to turn off for less than 100#, I can tell you right now from experience that a correctly installed seat puts more than 100# of pressure on the seat so the airbag is on.
