No, but the arguement is that you have already created an obstruction (so by parking close to you they are not creating a new obstruction) and they are active in performing their duty of clearing any obstruction (writing a ticket is second to this but they seem to forget this fact). The courts recognise that they must park close to you in order to enforce the law. A police car or ambulance is also not exempt from parking restrictions.
