when our kid's were young we were told by the taxi company that small infants had to be held by an adult in the back seat only. But that was a few years ago. I heard they were trying to introduce mandatory laws governing the carrying of infants stipulating that infants could not be carried unless a car seat or capsule was installed. Don't know if this law got passed.
