Ok what the hell. My son opened up the door and bumped into another car. It's paint is just a little off and nothing else. And that ****er asked me for my license and driver license. Alright whatever. Now he calls back and asks for $1700 bucks! Its just a little bump! Please give me some advices or whatever you have to say cause I'm very angry now.

An agressive estimate would be $500, a realistic estimate would be more around $100 or less if he has a scratch repair guy to fix it. They do just as good of work as a body shop, only a lot quicker and usually cheaper. Or, a tube of touch-up paint is about $10 or less and he could touch it up himself.
Actually, $1700 would be too expensive to replace the entire door!

I'd say to tell him no way you're going to pay that much for a scratch, and he can talk to your insurance agent if he really thinks a small scratch will cost that much to repair.

Without the report, he shouldn't get very far with your insurance company. You can give them your version, and it will be his version against your version of what happened.

When we called the police, the police told us that it is common for some people to switch plates on the slightly damaged car with one that has much more damaged.

If you didn't do above, what's done is done. Tell him that you want three estimates from reliable body shops for painting and repair. Then tell him that he is to go to the lowest priced shop and you will pay the shop directly after the work is done to your satisfaction (I'm willing to bet that he wants to pocket the money and not get the repair done). If he refuses tell him that you now want a police report and it will go to your insurance company.

you should ask him if he got three quotes. if a little scratch cost $1700 u want to see the bill for it. if the bill is $1700 for a scratch i would then b sus about it just in case the panel beater is the dudes friend and upped the price. also check that the whole car wasn't sprayed for that amount.in the end anyway i would not pay it and take it to court and let a judge spin his head over it.

I can't answer on this specific incidence, but this is why I always carry a cheap disposable camera in my vehicles.
You could have photoed the license plate, and the damage.
