It has to do with your climate. I was living in Las Vegas for 6 months, and in all those months my car would always shock** me due to the dry weather. Then, I moved back to Miami, and my car never shocks me anymore [no matter how much I rub on the seat]--humid, tropical climate.

I agree with the others, static electricity. Usually this will happen when you get out of the car, caused by your pants rubbing on the cloth seats. So get a vinyl seatcover for your seat, and it'll solve that. I had that problem too...sometime when I'd touch the door of my blazer, you could see the spark jump. This solved it for me.
