HE goes first. if you get there the same time and hes on your left, you go first. If he is across the intersection, whoever is going straight across goes first, or if thats both of you, you both can go. And as far as turning if you are across the intersection from each other, you'll just have to see who hesitates. Unless you are turning the opposite direction then it really doesnt matter. If there is a waiting line at all 4 stopsigns, the person to the right of you should be going at the time you arrive at the stop-line. Then the person across, then to your left, then you. Thats how waiting legally works.
