Not sure what type of vehicle you are talking about but I will assume you are talking about being on a hill .With a manual transmission, there is a better chance of downshifting to a lower gear to slow you down. An automatic will tend not to down shift until lower speeds are obtained .If there is absolutely no chance of slowing down, you have a few options: pull onto the shoulder and hope this will slow you down,find a run away vehicle gravel pit , (this will stop you forsure ), or (as a last resort ) attempt to find a vehicle going slower than you as a cushion to atleast slow you down to livable conditions .
Final word, keep your vehicle properly maintained and you won't have to worry so much .

What you want to do is let the car slow down to a more manageable speeed on it's own then shift it into neutral and apply the e-brake if it's still working. Remember, applying it at a high rate of speed will cause you to have an accident so put your flashers on and wait to the vehicle slows down to around 20-25 mph before using the e-brake and slowly guide your car off to the side. If your e-brake isn't working, then after waiting for your vehicle to slow on it's own, aim for something soft like the shoulder or any orange barrels or yellow containers (which are usually filled with water or sand) and this should help safely bring your vehicle to a stop.
