Not using a car seat for a child. is this child endangerment?

because of the front tire spray getting the rear tires wet.

Is the speed limit the same?

Normally they don't stay dry, however the aerodynamics of the specific car could result in providing protection for that portion of the tire.

When you see a sign saying the speed limit is say, 55, how fast do you drive? ... and other questions...?

It is because your front wheels are toed out , have them re- toed or get proper alignment and balance .
